10. Consultation (Shura)
"... that which is with God is better and more lasting for ... those who hearken to their Rabb, and establish regular prayer, who (conduct) their affairs by MUTUAL CONSULTATION, who spend out of what We bestow upon them for sustenance." [42/al-Shura/38]
Note: Consultation or Shura is a vital process and institution in Islam. The relationships in Islam at different levels are based on consultation, not coercion or imposition. Thus, the concept of governance, administration and leadership is participatory - meaning that those who are affected by the decision are to be duly consulted. Islamic form of governance is participatory and accountable.
